SA Eesti Meremuuseum operates under Articles of Association.
The four main directions of the development plan of the museum are to be:
- the teller of memorable stories that touch visitors both from Estonia and elsewhere
- a versatile education centre
- an esteemed centre for maritime history
- an effectively run and managed innovative organisation
